Import Classification Packet Stamps for Open Questions
An import classification packet collects product descriptions, composition, function, technical literature, origin information, prior research, and decisions. A stamp can expose the packet’s state, but it cannot determine a tariff classification or guarantee customs treatment.
The useful design separates facts received, research performed, questions remaining, authorized decisions, and the exact entry or shipment that used the result.
A stock-keeping unit may not be enough when materials, construction, function, packaging, or intended use change. Assign a classification-case reference and identify the exact product version or family scope.
The cover can include:
- case and product reference;
- supplier document version;
- physical or technical specification reference;
- research owner;
- open-question code;
- decision or ruling reference;
- applicable dates or entry scope;
- correction status.
Do not stamp a proposed classification onto every invoice before its scope and authority are clear.
A supplier description records what was provided. The classification process may need composition, dimensions, manufacturing details, function, technical drawings, samples, pricing context, or other facts.
Use PRODUCT INFORMATION RECEIVED for custody and FACT REVIEW OPEN for evaluation. If information conflicts, keep both sources and record the discrepancy rather than selecting the more convenient statement.
The provides the broader file-level distinction among receipt, review, submission, release, and carrier delivery.
MORE INFORMATION NEEDED is too vague. Use an exception record that identifies the question, affected product, requested source, request date, owner, response due date, and related communication.
A concise stamp can show INFORMATION REQUEST OPEN with the exception ID. Long technical questions belong in the controlled request, not in tiny handwriting on a commercial invoice.
When revised information arrives, record the new source version and determine whether earlier research or entry use requires review.
A search result, internal precedent, broker note, or prior ruling may inform analysis without deciding the current facts. Label RESEARCH RECORDED and identify the sources considered.
For U.S. imports, CBP explains that parties may request a for matters including classification and valuation. That program has specific requirements; an internal stamp cannot create a ruling or expand its scope.
Other countries have different authorities and procedures. The packet must name the jurisdiction and source rather than presenting one country’s approach as universal.
Classification, country of origin, valuation, admissibility, and duty calculation may interact, but they are not interchangeable. A review of one should not be stamped as approval of all.
Use separate fields or records for open origin facts, valuation evidence, and classification analysis. Route each question to the appropriate authorized specialist.
A commercial invoice template can help organize general business information, but it should not become the classification decision record. The are layout references only.
Suppose a hypothetical product keeps the same sales name but replaces one material and changes its principal function. The existing case should be flagged for scope review before its earlier conclusion is reused.
Create a new or revised product reference, identify the changed facts, and record which open entries or purchasing records may be affected. Do not simply overwrite the old description or continue applying the same code from memory.
The example does not predict a classification outcome. It shows why product-version control belongs beside the research trail.
Once an authorized decision or advice record exists, show which shipment, entry, or effective period used it. Record exceptions when the imported goods or documents do not match the reviewed facts.
ENTRY PREPARED is different from ENTRY SUBMITTED, ACCEPTED, RELEASED, or LIQUIDATED. Use the customs authority’s actual status and evidence, not a private impression that looks official.
The addresses the surrounding document and responsibility trail.
A correction may affect a draft packet, an open entry, or completed activity. Preserve what was known, what changed, who authorized the response, and which records were reviewed.
Do not cover an earlier stamp or backdate a new mark. A can provide a legible event date when it is labeled as received, reviewed, or applied.
Legal obligations, disclosure decisions, and entry corrections must follow applicable law and professional advice.
Use the for layout guidance. Avoid customs seals, government emblems, officer signatures, or RELEASED language on an internal research cover.
Test long product references and multi-line exception IDs. Keep impressions away from invoice values, product descriptions, origin statements, signatures, barcodes, and official entry markings.
Choose a product with a revised specification, an open supplier question, a research record, and an actual entry reference. Confirm that an authorized reviewer can reconstruct which facts supported the conclusion and where it was used.
A precise classification stamp makes uncertainty and scope visible. It does not turn internal paperwork into customs authority.
